The Reefer Points Project is part of the Moorebank Intermodal Logistics Precinct, involving the design, construction, and commissioning of infrastructure to upgrade the western IMEX terminal for semi-automated operations. The scope required the development of refrigerated (reefer) container storage capacity on the IMEX western apron to support Qube’s import/ export freight operations. Vaughan Infrastructure provided 420 refrigerated container slots with reliable, redundant power supply (25-year design life), ensuring that the semi-automated operations were aligned with the eastern IMEX terminal and that the continuity of IMEX operations was maintained during construction, with shutdowns only by agreement.


Scope of Works 


Design Services (in ECI phase)

  • Finalise and integrate structural and electrical designs (including constructability reviews, value engineering, coordination across disciplines).

  • Undertake construction phase services and commissioning.

  • Structural design includes reefer towers, platforms, stairs, gates, fencing.

  • Electrical design includes HV substations, LV systems, earthing, bonding, communications and access control systems. 


Structural Works

  • Four (4) Reefer Point Towers – approx. 30m long, 13m high (5 levels) x 2.45m wide.

  • One (1) substation platform between Towers 1 and 2.

  • Shop drawings, fabrication, delivery, erection, cranage, certification. Low Voltage and Communications Works

  • Lighting (towers, switchroom platform, reefer area).

  • CCTV (towers and area).

  • Reefer container connection points.

  • Access control panels, gate locks, e-stops.

  • Power supply to all access control systems


High Voltage

  • Supply & install 11kV 120mm² 3-core copper XLPE cables between main switchrooms (MSN/MSS) and new reefer substations.

  • Termination at substations and switchrooms.

  • Protection setting development and update of HV single line diagrams.

  • Testing and commissioning.
